Our Administration and Consulting Team includes:

Jack McAteer - Chairman of the Board

Jack has been actively involved in the Employee Benefits (marketing, underwriting, consulting and administration) Industry since 1953. He was first employed by Physicians' Services Incorporated, which was Ontario's largest non-profit Prepaid Medical Services Plan sponsored by the Ontario Medical Association.

Jack joined William M. Mercer Limited, Toronto Office, as Consultant and Manager, Industry Wide Benefits. This Department specialized in Consulting/Actuarial and Administration Services for Multi-Employer Benefit Trust Funds.

Jack formed J. J. McAteer & Associates Incorporated and Employee Benefit Plan Services Limited in 1979. Almost all of Mercer's Clients, who were about to be cancelled due to a change in Mercer's Business Strategy, joined McAteer's and most have remained with the Companies to this day.

Jack is a strong supporter of the International Foundation of Employee Benefit Plans and at past Canadian Conferences has been a Speaker, Moderator and Panellist. He was a Member of the Canadian Board from 1984 to 1986. On January 1, 1987 Jack was the first Canadian to be appointed to the Foundation's Administrators' Committee.

Jack served as President until June 2006. He is now Chairman of the Board of Directors.


Susan Bird, B.A., CEBS, Fellow, ISCEBS, ICD. D. – President

Susan graduated with her B.A. in Economics (Dean's List) from York University. She is one of 1,288 Canadians to achieve the Canadian CEBS designation. Susan was the first Canadian to achieve the Fellowship status of the International Society of Certified Employee Benefit Specialists.

Susan has earned her HIA (American Health Insurance Associate) designation. She graduated from the Rotman School of Management, University of Toronto, Institute of Corporate Directors.

Susan has been a Speaker, Moderator and Panellist at past Canadian and American Conferences of the International Foundation of Employee Benefit Plans. She has spoken on such topics as:

  • Cost-Containment in Health Plans
  • Fraud
  • Governance
  • Investment Manager Selection and Monitoring

Susan has also been engaged by Clients to present at industry conferences and many pre-retirement seminars.

She is the Past Chair of the International Foundation of Employee Benefit Plans' Canadian Education Committee, Past Chair of the Canadian Board and Advisory Director and continues to serve on many IF boards and committees.

Richard McAteer - Vice President

Richard  is involved in developing the Firm’s  clients and providing first rate service strategies. He has contributed to building J.J. McAteer & Associates and Employee Benefit Plan Services to the successful companies that they are today.

Richard has over 29 years’ experience in the benefits industry.  During this time he has developed a thorough knowledge of benefit design, claims payment services, disability management, pension administration and accounting. Richard is involved in all aspect of the organization with a focus on client services, pension and benefit administration as well as Managing our Edmonton office.

Jaclyn Bird – Benefits/Consulting Analyst

Following her studies at the University of Western Ontario and several internships, Jaclyn joined J.J. McAteer and Associates full time in 2010. Jaclyn’s career began in pension administration, working with multi-jurisdictional multi-employer pension plans. In 2013, Jaclyn advanced her career in the employee benefits industry by accepting a role as a Consulting/Benefits Analyst where she liaises with other client professionals to assist our Consultants and Management Team. Jaclyn excels particularly in the role of communications, member advocacy and trend reporting.

Jaclyn has completed several pension and group benefits courses provided by the International Foundation of Employee Benefit Plans (IFEBP). She is currently working towards the Group Benefits Associate (GBA) designation with hopes of completing the Certified Employee Benefit Specialist (CEBS) designation co-sponsored by Dalhousie University and the IFEBP.

Jessica Chan, B.A., CPA, CGA – Manager of Trust Fund Accounting

Jessica is a Chartered Professional Accountant, having achieved the designation of Certified General Accountant (CGA).  She has over sixteen years’ of in-depth expertise in auditing, financial statement preparation and analysis.

Jessica is responsible for the management of the Trust Fund Accounting Department. In this role, she oversees the daily operations, generates financial statements, conducts accounting data analysis and leads all audit engagements.

Carolyn Flagel, M.Sc., RPA -  Senior Pension Consultant

As a pension specialist, Carolyn has over forty years of in-depth pension, programming and administration expertise. With experience in system conversions, in-depth knowledge of pension legislation, calculations and pension plan administration, Carolyn is recognized as a senior professional to provide added value to team members as well as practical advice to the senior management team.

Carolyn earned her Master of Science degree in Mathematics from McMaster University. She has earned her RPA (Registered Pension Associate) designation within the CEBS program.

Colin Gupta - Consultant

Colin has over twenty-eight years of experience in the group insurance industry, delivering extensive technical expertise, creative benefits solutions and overall benefits program management to a wide array of group benefits plan sponsors in the private and public sectors.  Colin works closely with clients to develop and manage benefit plans.
Colin attended the University of Toronto’s Scarborough College majoring in Commerce and Economics.  He also obtained his HIA (Health Insurance Association of America) designation.

Colin strengthens our team providing expertise in a variety of benefits consulting and underwriting services.

Debbie Pawlick, CEBS – Supervisor, Administration

Debbie has over twenty years of experience in health and welfare and pension administration.  She is responsible for the day to day administration of health and welfare and pension plan administration.  Debbie manages the Edmonton offices. She is the Privacy Officer for the offices in Edmonton.

Debbie has completed multiple retirement plans and group benefits courses provided by the International Foundation of Employee Benefit Plans (IFEBP). She also holds a CEBS designation awarded jointly though the International Foundation of Employee Benefits and Dalhousie University.

Tara Seebaran, B.A., CPA, CGA – Manager of Corporate Services

Tara is a Chartered Professional Accountant, having achieved the designation of Certified General Accountant (CGA).She has over twenty years’ experience in accounting, analysis and audit.  

Tara is responsible for the managing of Corporate Services which includes overseeing the finance and human resources functions, along with other components of day to day operations. Tara Seebaran is the Privacy Officer for the Markham Office.

Ippy Serratore, GBA - Manager of Client Services

Ippy has over twenty-five years’ experience in the benefits industry. Ippy is a senior client relationship manager and executive administrator, acting as a liaison with Trustees of Health and Welfare and Pension Plans.    Ippy is responsible for the oversight of contributions, employer remittances and claims payment services.   Ippy is also responsible for ensuring legislative and service standards compliance at all levels. 

Ippy has  earned her GBA designation within the CEBS program, sponsored jointly by the International Foundation of Employee Benefits and Dalhousie University.

Deborah Stephens, FLMI, C. Dir. - Managing Consultant

Deborah has senior strategic planning responsibilities in her capacity as Managing Consultant.  The scope of her responsibilities include: consulting, communications, governance and compliance for a variety of clients; particularly including multi-employer welfare and pension trust funds. In addition, Deborah is responsible for the review and quality assurance of communications, training and oversight. She is also responsible for building strategic relationships within the pension and health benefits sectors as one way of serving our clients more fully.

With over twenty-five years of diverse industry experience in providing strategic advice on plan design, funding, cost-containment, communications and client management, Deborah brings a wealth of knowledge from her professional  background. As a seasoned professional with a background spanning multi-national consulting, life and health group and individual insurance roles at a major carrier; property and casualty marketing and new business development; and various senior roles at major Third Party Administrators.

Deborah also has experience in managing collective agreement negotiations as they impact in the trusteed arena. 

Deborah’s industry credentials include FLMI (group specialty), HIAA, ATMS certificates – group and pensions; Chartered Director (C.Dir) and executive level certificates in strategic planning and leadership.

Jeff Tendijowski, CPA, CMA. – Senior Pension and Benefits Consultant

Jeff has over twenty years of experience in the industry with a focus on pension analysis and administration. His multi-jurisdictional experience includes pension and benefits administration, including multi-employer plans. He brings a sound knowledge of provincial, federal and tax legislation.

 

Jeff graduated from Brock University with a Bachelor of Business Economics. He is a Chartered Professional Accountant, has achieved the designation of Certified Management Accountant and is currently pursuing his CEBS designation.

Veronica Tseng, CEBS - Senior Consulting Analyst

 

Veronica has over fifteen years of progressive pension and benefits experience.  She has a thorough understanding of pension legislation, complex calculations and day to day administration of both defined benefit and defined contribution pension plans and heath plans. 

 

Veronica has earned her CEBS designation jointly sponsored by the International Foundation of Employee Benefits and Dalhousie University. Veronica is responsible for the delivery of complete health and pension administrative services.

Rob Ward, CEBS - Manager of Administration

Rob has over twenty-eight years of experience working on multi-employer benefit plans.

He provides services such as pension and welfare benefit administration. Rob also provides database management solutions.

Rob is a graduate of the Certified Employee Benefit Specialist (CEBS) Program jointly sponsored by the International Foundation of Employee Benefit Plans and Dalhousie University.
